Mirabar

Metropolis * Population 291,342 (46% Human, 43% Dwarven, 4% Gnome, 7% Other)

One of the wealthiest cities on Elrond, and the wealthiest of the dwarven kingdoms, Mirabar is technically a dwarven-human kingdom, which has prospered much because of this alliance. The dwarves occupy the underground near their workshops and mines and on the surface the humans cooperate with the dwarves and provide export and commerce with the outside. Their joint armies are a force to be reckoned with and both provide security and protection for the kingdom. Notable of the kingdom’s security measures are the “Red Runs,” a volunteer force of dwarven warriors, clerics and magic users that range from the underground city destroying enemies and gathering information on potential threats. Though fret with danger, these dwarves can make a decent living from the fortune and fame they can obtain, and many “retire” to the service of the city watch or other occupations. For the dwarves in particular, the humans afford them a luxury that other dwarven kingdoms do not have- security on the surface and reinforcements to call upon should the need arise. Because of this, more dwarfs can engage in mining and the crafting arts, and this only increases the amount of wealth the kingdom obtains and generates.

Mirabar is ruled by a hereditary “Marchion” (the official title of office), currently a human named Elastul Raurym, but he is basically a figurehead and the kingdom’s true power is an elected assembly called the Council of Sparkling Stones, a dwarven and Human group that meets once a year to determine production quotas, and whether or not to threaten current clients with reduced output, or accept or cut off new clients; the Council can also be convened for emergencies, such as reacting to a time of war, civil unrest or a disaster (natural or otherwise). The current Council head is a dwarven cleric of Dumathoin, Agrathan Hardhammer. The symbol of Mirabar is a deep red double-bladed axe with a pointed haft and a flaring flat base, on a black field.
